As a long-suffering consumer, I can’t tell you how frustrating the constant brownouts from CENECO have been, especially during this scorching El Niño season. The frequent power outages have made life unbearable, with people ranting on social media almost daily. But finally, it looks like our voices have been heard.

On May 22, 2024, the House of Representatives agreed to the amended Senate version of House Bill 9805, granting a franchise to Negros Electric and Power Corporation (NEPC). This could be the light at the end of a very dark tunnel for all of us who have been enduring these relentless power interruptions.

The House Committee on Legislative Franchises, the sponsor of House Bill 9805, and its authors had no objections to the Senate’s amendments. This means there won’t be a need for a Bicameral Conference Committee to iron out differences in the bill. Instead, the bill will go straight to the President’s desk for signing into law.

If signed, this franchise will allow NEPC to take over the power distribution services from CENECO, covering areas like Bacolod City, Talisay, Silay, and Bago Cities, as well as the municipalities of Murcia and Don Salvador Benedicto. This change promises more reliable electricity services, which we’ve desperately needed.

We’ve put up with enough—sweating in the heat, losing work hours, and dealing with spoiled food and damaged appliances. The constant power cuts have affected every aspect of our lives, but with NEPC stepping in, there’s hope that we’ll finally see the end of these issues.
