The Reality of Progress: My Observation of Negros Power’s 5-Year Development Plan
As we enter 2025, I’ve been closely observing the significant changes unfolding in Central Negros as Negros Power launches its comprehensive 5-Year Development Plan. This initiative aims to rehabilitate the aging infrastructure acquired from the Central Negros Electric Cooperative (CENECO) and modernize the electrical distribution system to meet both current and future demands.
A Php 2.5 Billion Investment for Transformation [ 5-Year Development Plan | Negros Power ]
One of the most striking aspects of this plan is the substantial budget of Php 2.5 billion allocated by Negros Power. This investment is crucial, especially considering CENECO’s previous financial struggles that left us with unreliable and inefficient electricity service. I’ve seen firsthand how aging substations, poles, transformers, and outdated equipment have led to frequent power interruptions and declining electricity quality. Without this intervention, I can only imagine how much worse our power situation would become as demand grows.
Addressing Key Challenges [ 5-Year Development Plan | Negros Power ]
Negros Power’s plan is designed to tackle these long-standing issues directly. From my perspective, the initial focus on critical components like substations and feeders is essential. Many of these facilities are over 25 years old and operating beyond safe load limits. For example, substations such as Mountain View, Reclamation, and Bago have exceeded the recommended safety threshold of 70% capacity. Addressing these aging infrastructures is vital for improving our overall power reliability.
Modernization Initiatives [ 5-Year Development Plan | Negros Power ]
I’m particularly excited about the modernization initiatives included in this development plan. The promise of underground cabling along Lacson Street in Bacolod City is a significant step forward, as it should enhance grid resilience and reduce outages caused by external factors like weather and vegetation interference. Additionally, introducing a mobile substation to serve customers during maintenance periods temporarily shows a proactive approach to minimizing disruptions. The allocation of Php 250 million for electrifying remote areas through the Sitio Electrification Program also stands out. It’s heartening to see that Negros Power is committed to extending reliable electricity access to underserved communities.
Temporary Inconveniences for Long-Term Gains [ 5-Year Development Plan | Negros Power ]
While I recognize that this transformation is necessary, I also understand that it comes with challenges. The nature of electrical infrastructure work means we will experience temporary inconveniences, including scheduled power outages during repairs and upgrades. However, I appreciate that Negros Power is committed to minimizing these disruptions by providing advance schedules so we can plan accordingly. I liken this situation to taking a broken phone to a repair shop—it’s inconvenient to be without it while it’s being fixed, but once it’s back in my hands, it works better than ever. These short-term inconveniences pave the way for a more reliable and efficient energy future.
No Immediate Increase in Distribution Charges
Another reassuring aspect I’ve observed is that Negros Power has committed to not increasing Distribution Supply Metering (DSM) charges for at least two years. While they cannot control generation charges from power suppliers, this commitment helps stabilize our distribution costs during this critical period of transformation.
A Collaborative Effort Toward Progress [ 5-Year Development Plan | Negros Power ]
How local officials and stakeholders have responded to this development plan has encouraged me. Leaders like Bacolod City Mayor Alfredo Abelardo Benitez and Vice Governor Jeffrey Ferrer have praised the initiative as a vital step toward addressing our region’s persistent power issues. It feels good to know that our leaders are supportive of these efforts.
Looking Ahead: A Brighter Future with 5-Year Development Plan of Negros Power
From my observation, the success of Negros Power’s 5-Year Development Plan hinges on our collective patience and understanding. While temporary inconveniences are unavoidable as part of this transformative process, we must accept them to see real improvements in our electricity situation. Some areas still have outages as rehabilitation continues, but I believe these disruptions are essential for achieving long-term reliability.
Negros Power’s phased approach over five years is laying the groundwork for a brighter future—one where businesses can thrive, communities can grow, and residents can enjoy an uninterrupted power supply. This journey may present challenges, but it is a necessary step toward resolving the persistent issues that have affected our region’s power supply. By being patient and supportive of Negros Power’s efforts, we can work together towards an energy system that meets our needs today while preparing us for tomorrow.
